The mentor alone is not enough to help women get promoted.
A sponsor is needed. The sponsor helps them gain exposure and advocates for them.
The older the mentor, the more exposure they get.
Within this program, women are still promoted less than men because men are receive the senior sponsors.
If the program is restructured, then women may be promoted more. More women need to be paired with senior sponsors that are willing to advocate for them as equally as they do for men.
A second solution is to give women the same tasks as men to allow them to show their skills in leadership, ability to handle difficult situations under pressure. These things help with developing managerial skills.
The more exposure women get the better chances they have at being promoted more.
The best way to help gain equality is to first make everyone aware of the inequality.
